i require info on the pbg3 format

i want to see if translating the seihou games is possible, so i am attempting to look for info relating to the pbg3 .dat format. unfortunately, i couldn't find any/much info on such topics, so i was wondering if you fellows have any information on the topic itself. the issue is related to the folders within the dats, yes, but i'm more curious on how the eosd games were translated/edited if they used the same format.

I have no information for you as I'm not a coding person, but as a long-timer in the fandom who was around when the MoF was still untranslated I recall that ZUN's code, at least in those earlier days, is considered infamously hard to tangle apart, and Shuusou Gyoku was reportedly even worse - hence why there was never a translation patch even when the games were more well-known.

That being said, some quick looking around brought up this person, who seems to be actively working with and patching the engine. They can probably give you the help you need:

There is a tool on GitHub called Touhou Toolkit which can extract and compress the EoSD dat file format. You could look through the code to see how the folders are handled.

To complement nintendonut888's answer and you may wanna get technical here but ReC98's work on making a cross-platform version of Seihou may be worth it for further studies. He made a whole version of it here thanks to the release of the source code https://github.com/nmlgc/ssg

Write an issue over there and ask him any pointers regarding the pbg3 format and how to start translating it and he may tell you what to do from now.

shuusou gyoku is open source as mmzero linked, so you can just study the code to learn the format of the files. It's unclear whether eosd uses the exact same format, but my guess is no, it likely uses a modified derivative.
