Looking at human village they probably have some sort of village chief. The tengu probably have a more structured bureaucracy based on the tengu types, but they have the absolute leader at the helm. Lunarians must have a celestial empire (heh) to the like of imperial China. Bake-danuki might have a leader in Futatsuiwa, since she seems to handle their business. Out of all the characters, the kappa seem like they could have some sort of a collective going on, although it could be that they just have their own leader like everybody else (it could be Nitori, since she's often their spokesperson).
