The other point is that they have no authority to exterminate Youkai, that falls under the shrine maiden's duties. Finally regardless of what Rumia did in the past there were no rules at the time and one can't be judged on crimes they comitted before such actions were outlawed (ex post facto). Not to mention punishing her again for the same crimes would be double jeopardy
